I am directed by the Board of Trade to acknowledge the

receipt of your letters of the 15th.ultimo and 8th.instant
transmitting respectively an Ordinance passed by the Legis-
lature of Hong Kong to consolidate and amend the laws relat-
ing to Merchant Shipping in that Colony, and a telegram
inquiring whether Table A Class III, Rule (d), of the Life-
saving Appliances Rules was essential.

In reply, I am to state for the information of Lord
Knutsford that the Board are hardly in a position to judge
what modification can properly be made in the Life-saving
Appliances Rules issued by the Board of Trade in order to
make them suitable to the peculiar conditions of Hong Kong and
that they have no objection to offer to the Ordinance being
allowed to come into operation in its present form.
I am, however, at the same time, to observe that it
seems doubtful whether when the Ordinance was drawn up the
Governor was provided with the latest editions of the Life-
saving Appliances Rules and of the Board of Trade Regulations
as
Under Secretary of State,
Colonial Office.
